They said that they will do a minimum of 15 draws to a maximum of 25 for the year 2015.... If they stick to the minimum of 15..its just 7 more draws to go....and if to the upper limit of 25..17 more draws to go

Or maybe they took on too much work too soon so decided to haul it back so they can play catch up with processing.

I beleive they want to hold it back to 450 levels for some time. thats why they number of itas are decreasing.

and of course backlog and lack of high scoring profiles play a part too

Agreed. I feel the no. of invites will be low for a couple of months unless they run out 450+. If in one week there are 715 profiles with 453+ (and may be more added with lower than 453), then possibly in the next draw; which is not likely to occur this month now, would be more profiles coming in. I guess now it will depend on the new profiles getting created between the draws and their score which will be driving the cut off and no. of invites (if CIC doesn't want the cut off to go down much) for next couple of months if not all.

In another scenario, I guess there is a score gap behind 450ish ppl and if CIC issues ~ 1600 ITAs per round, the cut off score will drop to -400 in 2 or 3 rounds immediately!
So they're just waiting for new applicants to get into the pool and fill this gap.That's why they are too stingy in issuing ITA.

so my hunch is right. the lowest that they will ever be able to go is in the 450 range. and also it seems that they arent highly concerned with the number of ITA's per se.
