8 weeks since my eCOPR and still waiting for PR card. Should I submit IMM451 - Solemn declaration?

Hi everybody!

I got my eCOPR on August 18, 2025.
Today is Oct 19, 2025 and I haven't received my PR card yet.

Should I fill out IMM5451 form and send it to PR card processing centre? Fyi, IMM451 is Solemn declaration concerning a lost, stolen, destroyed or never received Permanent Resident Card (PR Card)

I really need to travel back home as early as January 2026.

What is your status in the Application Status Tracker account?

I dont think you should fill the IMM451 since it is a new PR card. May be, raise a webform or call IRCC

My address has been approved; however, my photo is still in review with IRCC.

I heard from someone that these status don’t matter that much.

Btw, could you please show me where to find the webform? Thank you

There was a postal strike so likely one of the reasons for the delay. I would wait.

Thanks to your advice, I just called IRCC and they said my card was sent on Oct 18. I didn't know that you have an option to call them.

They said delayed delivery to be expected because of the on-going strike.

Yup, you are right. Sometimes, even if the application is approved and you have received your documents/passport/visa, it still shows in review or progress. Technical things, I guess; maybe someone at IRCC did not close the tickets or tasks in their system properly. I am glad you found out the reason behind the delay.
