8 months + 1 days no decision yet

hi evryone, im from Algeria we belong to paris office(proccessing time 8 months), i applied in 18 august 2015 i send all the documents including medical test and we paid the fees when we send the file, in january they contacted me and asked me for new police check because the first one was expired, in 2 march they called me for interview i gave them pictures, hotel bills and phone bill and hangout history, and now it's been 8 months + 1 day and no answer yet, do you think it's normal or fair ?
