I do not know about INDIA, but in Pakistan , GIC Certificate is not necessary, infact in any country, because GIC just makes the financial documents package compact. If you dont have it or if you are getting late, you can show the rest docs, ie, fin. statements, property papers, insurance etc.

i sent my application on 2nd march... and transferred money on 6th... didnt get any mail from the bank yet...atleast i didnt get any mail syaing that they have received the amount...!!

GIC is compulsory under SPP category in India as per new rules.
So certainly it makes difference.
