60 Days extended to submit application for PR

Experienced people in the house, please answer:

Is it normal for the days to submit PR to be extended? My 60 days to submit my application is only a few days away for it to be up but I just noticed that my time till I submit is showing plus 14 extra days. Did IRCC make a mistake or is this normal for them to extend time to submit. I am still expecting some documents and I'm wondering whether to just submit as is at the previously scheduled date without those documents or have faith that my number of days were extended for real and make complete submission in 14 days time.

CIC gave 15 days extra to everyone who got ITA before 19th November, 2016. Check your e-mail. It should be there. if not in inbox check spam or other mail boxes. The e-mail is from IRCC.
