Hi
My mom had stayed with me in Canada for 5.5 months in 2014 and left on Dec 4th 2014. She wants to come back now in february 2015 to Canada again to stay with me for another 5 months. She has a multiple entry, 10 year visa. Can she reenter canada within 6 months of the last departure? Could some one please give me a link to an official notice from CIC which states this??

A little risky. CBSA officer may give her less or give her a hard time as she is behaving as she lived in Canada, not visiting.

What if she comes here for only 3 months (Feb 15th till May 15th) and she has return ticket booked and she can show that to the officer?? Will that help?
everytime she has come to Canada (only 3 times) she has left before her stamped date on the PP and she has strong ties to her home country

This is good and adds to her case. Regardless the CBSA officer is more interested in why she is spending so much time in Canada and if she has intentions to (illegally) immigrate. So many long visits in so little amount of time raises suspicion about her true intentions regardless of "not overstaying".
