I'm sponsoring my wife.

her dad passed away, and then her mother married another man, who already had 2 children from previous marriage.

1. Does her new father's children need to be reported in brother's and sister's section?

it says to include half and step brothers and sisters.

2. Does her new dad need to be in 'Father 'section?

I also lost my father when I was little, never knew him. Mom lived common law with another man. In my application I put only my real fathers info because my “step-dad” never adopted me... not sure about Step brothers...

She should put down her deceased (real) father. Unless her step father had legally adopted her.
