Hi guys,

my father is now officially 54 years old and 1 month old. Does he need to provide English language certificate ?

on the website it says people between 18-54 years old need to provide knowledge of french or English?

please help...

Yes he would have to once the new rules about the language skills assessment kick in.

In this case he will be best advised to get the language certificate to avoid delays later on. Once the requirement kicks in the "WAIT" for test registration like CELPIP or whatever will be much longer.

It means < 55. This covers up to, and including, the day before the 55th birthday.

what about under existing rules? does he need the language certificate? the fact that he is 54 years and 1 month old?

Again yes - he would only be exempt if he was 55 years old or older. He is still 54.
