There is very little chance of her being approved for any form of temporary residence; this includes visitor, student and worker. She has a spouse in Canada and has shown a clear intent to remain in Canada permanently, which makes her a high risk to overstay.

so in other word give up what about TRP temporary resident permit because she is inadmissible ?

She's not inadmissible. You just can't sponsor her. So no - a TRP is not an option.

She can apply for a TRV, a student visa (as long as she is admitted into a program in Canada first), a work permit (as long as she has a job offer in Canada and an approved LMIA), or she can apply to immigrate on her own.
