I submitted my application for a tourist visa from the US to VAC in LA back in December. My application is held forever, and no approval or denial is ever issued. Their reply has always been that it is Under Consideration. Now I am admitted to a Canadian university, and want to go back to my home country to apply for a Study Permit. I submitted a withdrawal form (which they said would take 3-5 days to process IN WRITING). It has been almost 2 weeks and nothing is happening. I emailed and called them twice. The emails are always again, Under Consideration. The first call, they gave me a FedEx tracking number. Turned out, they never had it picked up. The second call, the VAC agent say they would put in a note for the supervisor to see.
What is going on with VAC and CIC holding on to my passport? I have already submitted the withdrawal form. I cannot apply for a Study Permit if they are holding on to my passport. My legal action can I make to take it back?
