I'll look for PR options now
Or try to get admission in masters. There are a lot more universities who may accept your profile. Stay away from diploma mills. Look at Tapperb signature to get list of universities. If you want to leave India and settle in Canada, at least don't make it obvious.

1 year PG diploma in Human Resource Management & Industrial Relations in India with 55% marks (distance education).
1st attempt : july 2019
Course : pg diploma in Human Resource Management 1 year program.
University : Mount Royal University, Calgary , Alberta.
Refused on 15th august.
Reason : purpose of visit.

2nd attempt : Re applied after 20 days
Course was pg diploma in Project management
Duration : 1 year
University : Macewan University, Edmonton, Alberta
Refusal after 10 days.
Reason : Purpose of visit
And, Proposed Studies not reasonable.

3rd attempt : same university and course, the agent just attached a Letter Of Explanation but turned out to be of no use and again refused within a month.

4th attempt :
Course : Post Baccalaureate Diploma in Business Management (2 years)
University : Cape Breton University, Nova Scotia
Funds : 25k CAD
Applied on 24TH june 2020
Refused on 21st September
Reason : Same again, purpose of visit
And, Proposed studies are not reasonable....
it's not about trying with different uni or majors. it's about making your study plan reasonable.

But how to do that.
I tried my best this time.
But i think the VO only went through my previous refusals and refused again without even going through my SOP.

Your profile is good but doesn't make sense. If you have already done pg dip in India why do you want to do it again in Canada? You need a good reason. What reason did you give?

I think you dug your own grave by,

1. Relying on an agent / consultant
2. Choosing an inferior course than your current education (should have gone for Master's)
3. Not providing a strong SOP (this is speculative, but if you are opting for a Diploma after Bachlor's, you need to have a really strong SOP)

The only person who came on top here is your agent / consultant.

Your agent / consultant has duped you and you are also to be blamed for it cause you entrusted your future in some unknown person's hands. Ditch him.


Option 1: Your chances of VISA approval for Canada are extremely slim after 4 refusals, so start looking at options for other countries.


Option 2: If you still want to go to Canada:
1. You won't just need a strong SOP now, you will now need an ultra strong SOP
2. A good IELTS score, preferably 8+
3. A letter of acceptance for a Master's course
4. Prove extremely strong ties to your home country

I don't think i should apply for study permit again. Instead, I'm planning to score CLB 9 or more in IELTS GT and will be moving for Express Entry

Applying for study visa agin would be a waste for me now.

I am not sure if Study Permit refusals also influence your Express Entry chances. I would urge someone else to shed some light on this.

please order gcms notes, next time pay tuition fees upfront , apply for a masters instead of pgd. living expenses alone is $10k canadian a year so 25k may have been low to V.O. i got approvak shortly after i paid my fees

Your actions clearly shows you have intent not to leave Canada at the end of your stay. Why would you be so surprised that you had been refused a study permit?

Clearly by the 2nd refusal you would have already been aware that you can't trick the visa officer by telling stories in a SOP.
