My brother got 3rd time refusal . He is medical passout in 2019 with 86%. His band scores are 7 not less than 6. He applied for private college and got refused but this time he got refused for canadore college. His course was early childhood education three times. Reason of refusal was you will not come back. Can someone please suggest what changes should he make in file now? Should he change his course?

He is a medical student who applied for ECE. Why? How will becoming an ECE help his career in his home country. ECEs work in daycares and you don’t need post secondary education just high school.

2 times applied in canada college(private college) in Early Childhood education and got refused
3rd time applied in canadore college (govt college) in early childhood education but got refused again

His program makes no sense to his education and career. He can do an ECE anywhere as ECEs work in daycares. He doesn’t need to come to Canada to become an ECE.
I consulted agents and they said ece is right but I was not satisfied by their reply. So I thought to post here.

Oh yes. as Naturgrl says, it doesn't make any sense. All he needs to do is to change the program related to his past qualifications and experience.
you have a lack of understanding on the refusal part - the refusal reason is that his program is not relevant like you mentioned in the other post of yours. fix that and you will fix the issue
