My mom is a widow and she lives in Pakistan. We are three sisters all living outside Pakistan. I am a Canadian PR residing in Canada, one of the sisters is a student in the US and the third one is married in UAE.
She does not have any siblings in Pakistan and has no job. She has a property back home and supports herself through the rents she gets from the property. She has been traveling quite a lot this year below is her travel history:
Jan (4 weeks) UAE (With my elder sister)
March- May: Australia
May-June: UAE (with my elder sister)

She is back in Pakistan for 15 days after which she is traveling to the US to my other sister where she will stay till September end (2 months)

Visa history:
She has applied for the Canadian visa twice and got rejection:
1st Attempt: She applied in June 2017 with my sister and her sister who was physically dependent on her but has passed away now. This was the time my PR process was going on as well. Her application got rejected saying she did not have enough money (the application had an error as she had written 2k for 1 month and only showed fixed deposit as a proof) and the ties to the home country were missing.

2nd attempt: She applied 2 months after i was here and neither me nor my husband had a job. I was pregnant and applied on the case that i wanted her help. I was staying with my uncle and he was the host this time. All the documents were in place but my uncle didnt give his T4 due to which it was rejected saying Host's income not declared. This was in September 2017

I have not applied for her since then but now the situation has changed a lot:
Both of us are working now and are living on our own in a rented house. My mother is visiting the US from July11th- September 25th. I want to know the following:

Is it a good idea to apply for her visa from the US and say that since she is here we want her to visit us too. (We cant apply from Pakistan as she wouldn't be there for enough time to wait for the visa) She will have her return ticket so that can be a proof that she will return back.

My plea would be that she hasn't met my daughter and now that she is in the US i would want her to come to us and see her for the first time.

Or should i wait for her to return back to Pakistan and then apply for her visa in October?

Also we are apprehensive about establishing her ties to the home country. Can you suggest what can help?

She can apply online when she is still in Pakistan. All going well, she can submit her passport to a US VAC when she gets a passport request. Do not apply when she is in the US.

IMO, the reason for visiting you may not work because you have an equal opportunity of traveling to the US to meet your mom when she is in the US.

3. Does she have rent contracts for the property? If yes, does she need to return for renewing these contracts or any other property matter?
4. What reasons can she prove to return to Pakistan after her US visit?
5. Does she have other travel plans to another country after her US and Canada visits?

Thank you for your response. To be honest, we had also thought the same that we would go and visit her but there are certain issues like if we go we will have to take 3 tickets which will cost us more plus we will also have to get an accommodation since my sister is already living in a shared apartment and my mom will be staying with her. Moreover, my job is new i just started in May so i cannot get leaves approved. To be honest we were thinking of mentioning this in the letter that we thought of visiting her but then due to these issues we thought it was better if she visits us. Do you think it is a legit case now?

How long would she like to visit you?
If she comes from the US, she will visit us for two to three weeks while if we apply after she is back in Pakistan then we will ask her to visit for 4 to 5 weeks.

Rental agreements
Bank statement (for 4 months but she has had $6000 for two months)
travel history
and rest of the required documents like passport, invitation letter, my husband's and mine PR card, salary stub, employment letter , our rental lease.

She will attach the rental agreements. She needs to go back to Pakistan to check on the tenants and she has been exiting every time she has visited other countries. Example she was in Dubai in January and left after a month. Then she was in Australia and she went to Dubai from there and then she left for Pakistan. Now she intends to go to the US for which she has booked her tickets from 11 july to 25 September and she will again come back to Pakistan because she has to check on her tenants. There is no written obligations but she tends to go and check on the property and the tenants to ensure everything is alright.

What reasons can she prove to return to Pakistan after her US visit?
She has booked her return ticket for the US and she will go back again to check on her tenants.

Does she have other travel plans to another country after her US and Canada visits?
No travel plans as of now.

So now do you think it is a good idea to apply while she is in the US or is it better to apply when she goes back from the US. If i apply for her visa now while she is in pakistan then it will only be 1 month for her funds ($6000) to be in the bank which i dont see as a good idea.

Please suggest!
