32hrs/week for 1 year---qualify unde CEC

I have a doubt. My friend has worked for exactly 1 year. But this weekly hours are only 32/per week. Is he eligible to apply under CEC.

Yes, it definitely is, as long as it is longer than 30 hours, it's a full-time week.
