Hey.... I have done 3 years diploma in civil engineering after 10th.
Should I have to complete degree from India and then apply for masters in canada or go for 2 years diploma in canada.
Which would be easy for pr in canada or have more points in education section when applying for pd

Lower chances of PR with just a diploma. You want to have at least a bachelor degree and a master's would be better.

What if I go for 2 years diploma in canada on the basis of my 3 year Indian diploma and then 3 years of work experience in canada then apply for pr

You can certainly try. No gaurantee of success. You will score lower points without a degree and some PNP streams are only open to those who have at least a bachelor degree. You will also have lower job prospects without a degree. Your choice of course.
