3 times Study permit refused

Please advised ,my cousin got 3 refusal from Cape Breton university,she applied for Post-Baccalaureate Diploma in Business Management.
As for gcms previous educational history and local options available for same course.

she had bachelor in arts(economics),master inhistory and 2 years experience as accountant

It doesn't make sense to be taking a general business management PGD after having both a BA and Masters.

She needs to change her program of study. MBA would be a good choice.
