Am sorry to say but the answer is FALSE.

The person living in the flat is concerned about the bill is the statement.

Whereas the passage says the company has direct contract with the owner. If there is any tenant he or she should discuss with the landlord.
Inany case the OWNER is the concerned person and not the one just living in the house
