21 days short for residency requirement

A friend of mine applied for a PRC card renewal. When he went to pick up the card they said you are 21 days short .. an investigator will contact you shortly. Is their any thing to worry about? What is most likely to happen?

How did they know he was 21 days short? Did they go by the dates he filled out in the form?

Originally when he filled out the form there was no shortage of days and he was fulfilling the residency requirements.
According to their assessment he is 21 days short. He agrees that they are right is their assessment. No dispute there. So the bottom line is that: he is 21 days short at that time.

By the time investigator officer will contact him, he will no longer be 21 days short. Will that matter at all?
