I'm a Canadian citizen by birth while my mother is not . My mother is from Malaysia . My mother got her PR many years ago after she married my father who was also a PR and she gave birth to me in Canada but she had to leave the country and go back to her home country within 1-2 years of getting her Canadian PR due to personal family problems . I'm 24 years old now and my mother is 55 . I've been with the Canadian Army since I was 18 . Now i earn about 80000$ a year and I'm not married or have any dependant children with me . I rent my own place and live alone . So my question is am I able to sponsor my mother for her to live with me permanently ? . I've not seen her in 10 years and as she is getting old I would like her to live with me .

First thing you need to do is find out if your mother actually renounced or had her PR status revoked by the government. If she hasn’t, she is still a PR and you won’t be able to sponsor her. The issue will be how to get to Canada and how to enter without being reported for residency obligation. She could enter at a land border from the US or she could apply for a PRTD (not an option I would choose with 20+ years out of country. Have a read through this section of the forum to get an idea what you are up against and need to do. Look for residency obligation.

I went through the link you posted and I can't seem to find any proper answers regarding the residency obligation . My Mother's PR Status was revoked so am.i allowed to sponsor her ?

Yes - if her PR status was officially revoked, then you can enter the lottery to sponsor her and hope you are selected.

Are you sure her status was officially revoked/terminated?? Sometimes people spend so long outside Canada they think their PR status is gone, but in fact they're still PRs.

Status being revoked requires some specific action to happen i.e. voluntarily renouncing PR status at a POE or through an application, being denied for a PR TD, or being reported for violation of Residency Obligation at a POE. Did one of these things actually happen to revoke her PR status?

Has your income over past 3 years met the minimum for parents sponsorship (around $39K if just you + your mom, so she has no spouse)? If so, then as mentioned you can enter lottery in January and hope you're selected.
 
Even If you get selected it can take a few years for the application to be processed. Often people expect that their parent(s) will arrive that year.
