2014 quebec application change and point decrease

Hi rahman here,My situation is,i applied in july 2014 after that i got file number 2015.in september 19th, i got intention reject letter, they gave me 3 month to send updated file.when i applied in 2014 at that time my point 51 and pass point was 49.in august 2018 there is a change in training list and i got 3 number less which affect my application and point decreases to 48.now 2 point shortage.i have no way to increase point.if i tell immigration that my application consider as like old system.is there any chance to get CSQ.thanks
