Your application is assessed by the rules that were in place when you applied. If in Sept 2013 the NOC 6311 was eligible, then it doesn't matter that later it became ineligible.

We are not discussing applications received, but granted PRs. Now this is what we are talking about http://data.gc.ca/data/en/dataset/6a26595e-3b66-4591-b795-87702ed5d58e

According to this, 5,592 people received PR under CEC from 2014-01-01 to 2014-03-31 (first quarter of 2014). That doesn't answer my question, but at least I can infer that the targets reset on January.

Got it now , Well 5592 in Q1 . My rounding up Calculation : 5500*2 (2 Quarters till June ) = make it around 11K - Still I guess 3-4k Approvals would be needed to get 15 K to get over, After July 25th PPR is almost dried down. If I compare 5592 is the highest approvals done in quarter for 2014 , if compared to 2013. God Knows what CIC is upto.

That's exactly what we're talking about! It's funny the comparison, right? Remember that it was about that time when CEC eligibility changed from 2 years work experience to 1 year work experience.

So you also believe that the targets reset on January?
