2 year Graduate cert course in Ontario - PR options

I am posting this to inquire for a friend..

What will be the pathway to PR after completeing this course?
1. FSW - I understand you will get a work permit after the course and would be able to increase your crs score using canadian education and canada experience.
2. OINP Masters stream - Will the person be eligible to apply under this stream. Idk if Masters stream allows for 2 year graduate cert course.
3. Any other OINP stream/ any other options?

I would appreciate some feedback!!!

A graduate certificate isn't a master's degree so no, you would not be eligible for the OINP master's stream. FSW would also not be an option after working in Canada; you would apply through the CEC.
