2 visitor visa refused - does this affect work permit application?

Hello,
My sister applied twice for a visitor visa to Canada last year, unfortunately, she was refused. She's now applying for work permit as a live-in caregiver. Does these refusals (visitor visa) last year will effect her work permit application? Please advice.

Yes - this might affect her application. But there's really nothing she can do.

To be approved for the work visa, she must demonstrate that she has ties to her home country and no plans to remain in Canada longer than her visa allowed. CIC may say that the two failed visit visas are indicators that her main objective is to stay in Canada long term.

May I tell you a bit detail of my sister's story? Giving all the benefits of the doubt. I understand if CIC might think that my sister will stay longer. However, that is not the intention. We invited her as we badly needed a help as I gave birth to my first born child.
Reason if the 2 refusals:

First refusal due to, we forgot to attached our employment certificate (our fault).
Second refusal, it says, no travel history... She traveled in order to satisfy the requirements, however she didn't apply for the third time as there was a typhoon in the Philippines back then. She doesn't want to leave her family and she's teaching as well.

As we really need a nanny for my child. We plan to hire her as our Live-in caregiver/nanny. Hence, her application is fall under "Live-in caregiver Program". We already have the approved LMO. What to do in order to have her application approved?
