You can find the PNP information here specifically for Ontario. http://www.ontarioimmigration.ca/en/pnp/OI_PNPABOUT.html

If you scroll all the way to bottom, it clearly says that "Applications are processed on a first-come, first-served basis. When the program reaches its target, submitted applications will be assessed in the next calendar year. All applications received will be processed."

Also refer to the forum with subject "OOPNP application form". OINP & OOPNP are the same. :)

I believe you need a minimum bachelor's degree as well.

exactly, why should we spend? they do it deliberately. they send invites to those who are just below 450 , when they know they will get ITA in near future. They should send invites to those who are near 400 and not near 450. There are so many cancellations and so many waste the money.

Ok, the reason of asking is that I have 443 pts now but have not created EE yet. I would like to assess if I should be applying directly or apply for Ontario PNP. Whats your suggestion guys? Do you see that the min invite score could reach 443 by the end of the year? Thanks
 
I do have a PhD :-). I think they may look specifically for certain NOCs. Mine is so useless that I do not blame them for not wanting me :)

Yes, there is a very high probability you'll be selected by the end of the year. There are 6 or 7 draws to be done and the cutoff is going down slightly...
 
Can we accept a score below 450 in the 19th draw? Can that happen this week?

Although My score is less than 450, I think the draw will be above 450 :(

I think it would be at 449 or 448, although I am at 446 :'( :'( :'(

bestofluck, more than likely you and I would get our ITAs in the same draw. I'm at 440. November and/or December we shall have our chance. ;) I am hoping for a miracle though. I am hoping that today I'd get my ITA, but it's likely that today's draw (if it occurs) might shows scores between 447 - 470.

Never be hasty...it is said..You never get before it is destined and more than it is destined,,,we will enjoy our day...definitely our day is to come

meanwhile lets wish bestofluck to all those waiting since months with just few pints below 450. Guys if u get ITA below 450....do wish for us too

One thing is Common that Everyone feels the scores might go down 450 levels...Now Even God has to be with the Mass

Same here... Its feeling like my exam result is gonna be declared around 12pm :P

I would say go for the PNP. With the PnP programs blooming, CIC has little incentive to drop the cut-off score below 450. And it's take a looonng time too. Look how long it took to drop from 451 to 450.

Worst case scenario is that you may end up wasting $1500 and receiving ITA by yourself (highly unlikely in my opinion). However, within 90 days, you can get your nomination.

Money comes and goes, but time just flies by.

I'm new to the express entry bandwagon ;D with a 481 CRS. My file just got accepted and i entered the pool yesterday! :)
I have my fingers crossed. i know the 19th draw is around the corner. I've been working on my file since past 3 months. I wish all the other applicants best of luck. Wish the same for me !!
