183 Vs 730 Residency Days Rule of Canada

I become PR on 24 Dec 2010 at Toronto YYZ Airport & My PR Card Expiry Date 28 April 2016. I returned from Toronto to India on 23 June 2012 & Now I am flying back to Toronto on 23 Jan 2013 Due to some Personal issues back home(India). I am confused between Earlier 183 Days & current 730 Days Residency Rule with respect to PR Residency Requirements.This is my First Post.. I have read a lot of Leons Post and Thanks Him and Other VIP members in advance .

Question: I want to know exact date when 183 days rule came in to effect and exact date when it was changed to 730 days rule. and as such I will be staying out of canada from 23 June 2011 Till 23 Jan 2013 on PR will i be allowed to enter canada without any Questions by imigration officers at YYZ ? USA Have 183 Days Rule in Place for PR and are they more strict than Canada i have read so Why Canada so Lenient for Maintaining PR? ??? :p

The 183 in one year rule was in effect until either 2002 or 2003. It was replaced by the 730 in 5 years rule. I do not know why Canada is so lenient. I guess they felt that people should be able to go away for more than 6 months at a time without losing their PR.
