I am the Canadian sponsor for my girl friend. We have known each other for 3 years in Dubai where we both work in the education field.

Her application was refused on the following grounds:

"I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history."

She has been a teacher in Dubai for 8 years, was born in the Philippines, has recently traveled to several countries in Europe ... I put myself as her financial sponsor, and we both planned to tour Canada for 1 month in July. I am a Canadian citizen, but have not been a resident since 2012, but fly home each year to visit family.

The application was completed via VHS centre in Dubai - they stated no return flight tickets needed to be shown also.

What else is needed for Documentation / Evidence? And is it even worth re-applying since our planned trip was in June?

Should I list her as my fiance or girlfriend? I just put full financial sponsor before.

Should we file an access to information request to get the officers notes so you can get the reasons behind the reasons and address their concerns? And can this be done quickly?

If you listed her as your fiancee or your girlfriend, the visa officer will have concerns because her travel history does not support travelling to Canada with a Canadian citizen. The visa officer will be concerned that you will get married in Canada and then she will not leave.

You can request GCMS notes with an ATI request, but it takes at least a month.
 
Yes, I did request the notes.

I did not list our relationship. I could have listed that we both live together and work permanently in Dubai but I decided to say nothing. Just put as sponsor. I have not lived in Canada since 2012 - working abroad.

Perhaps VHS visa application centre was wring when they said no return ticket needed to be shown. Thus, maybe we just book one of those hold flights and reapply.
 
Why do you say that? Others who I know who applied have stated they had to do this. A CND agent even stated she should.

You'll also see hundreds of cases on this forum of people providing fully paid round-trip tickets and still getting rejected. I for one have never done so for my TRV applications and got approved every time.

I agree with k.h.p's first post. Even if you never explicitly mentioned it in her application, the visa officer will connect the dots and assume this is a relationship...why else are you willing to sponsor her?

The application has less to do with you sponsoring her than it does with her actual ties. Did she show full-time employment? Bank accounts?

Travel history is a generic reason for refusal (meaning, other factors were considered), but her travel history is also not compelling: one trip to Europe spanning several countries doesn't mean much. To make it meaningful, she should have done several trips like this over the course of her life. Living and working in Dubai for 8 years also works against her: it shows she may be willing to live and work in Canada, away from her home country.

From my personal observation, Canada is more stringent on applicants who are working in a different country (especially when it's a hotbed for migrant workers like Dubai) other than their country of origin.

No Canadian visa officer will tell you to purchase tickets before the visa is in the passport. It's not proof. Tickets can be changed, cancelled, or ignored.

All of this is true.

What are the concrete, unavoidable reasons she would have to return to Dubai? Did you prove those?
 
Certified employment letter from her school was provided.

Bank accounts: showing 8,000 AED in her account (plus my UAE Bank Account with much more was provided).

She has a teacher workshop in August she needs to attend.

Did she provide proof of the workshop in the application?
 
We can reapply with the proof of the workshop and flights.

We have met all other documentation we can think of ... WHAT ELSE IS THERE? Is it worth to apply again (since our trip is in July) or wait for the agents notes and do it for X-mas?
