I came to Canada in November 2013, upon my 1st application to FSW I requested German police certificate in January 2014.
All this time I was in Canada.

Can I use police certificate for express entry from January 2014.
I have no means to request another certificate. Also it is hugely expensive for translation and certificate itself.

Please advice

But why? Why old one is not valid?
Also information on CIC website is very general.

It recognizes police certificate for people that not in Canada yet.
 
asking why is just a road to frustration - like airport security - you dont use logic or reason you just do what you are told :)

them are the rules - you will need to get new police certificates from everywhere you have lived for more than six months, and apply within 3 months for them to be valid.

we all have to deal with this

Because I do not live in that country anymore?
And certificate was issued after I left that country?
 
Is it possible to request exception ?

So old one is accepted.
Frustration is that I have to spend another 170$ for the paper waste.
Last year I spent 170$ for certificate+translation and now what? Should I just throw it to recycle bin?

You need to go to their embassy/consulate in most cases.

For example, to get a German PCC from inside Canada, you need to go to the german consulate with the completed form and your passport. They will check your passport and stamp the form to say it is valid. You then pay a small fee (something like $20) and go home.
Next you make another payment online to the german authorities and get a transaction number. Then you take your newly stamped form from the embassy and attach the printout/conformation of your online payment and post it all off to Germany.
in a couple of weeks you get your new PCC

Not sure how it works for Germany, but here is how I did it for Norway while living in Canada.

The Norwegian police have a separate division that deals with certificates, so I wrote them a letter, filled out their required form and included a copy of my passport. I specifically asked for the PCC to be in English and told them why in my letter. A couple of weeks later I had my PCC in the mail. Not sure how it works for Germany, but at least Norway has a special form for Norwegians living abroad that require a certificate for immigration or similar purposes. Check the German police's website or embassy if there is any info on it there.

In Germany certificate only in German language.
First time I just faxed them stamped form.
I stamped that form with notary public here in Canada. Cost me 40$ after taxes.
As I have German bank account I just made instant transfer of 13 euro within Germany.

I was not in Germany after I left what can possibly change. Even in theory to request it?
First time I sent copy of the form by fax and received certificate in 2 days by air mail.

If you are not living in that country i believe you can still apply for Police certificate.
Example: I am living in canada and to apply police clearance certificate i don't need to go to my back home. I can apply here. All they need is my passport so that they will verify using my passport number.

dont bother then, apply with your old ones and get rejected.

If you want to get PR in Canada you follow their rules - simple as that. Moaning about it wont help you or us who also have to go through the same system. PR is not a right, if you want it you are going to have to work for it
 
I will do self translation of certificate on the basis of old certificate.
Not going to pay for translation of document with 16 words is total!

System is absolutely stupid. As I am in Canada and why I should spent even a cent on stuff I don't need for myself.
This expences somehow should be compensated from taxes.
Even 1$ is too much to spend on paper waste.
No matter even if I earn 3000$ per month.
Life in Germany teach me to be greedy as hell and not to spend on waste.

I don't think CIC accepts self-translation of police certificates. Just out of curiosity, do you think the proof of funds is stupid, too? :D

i know right...it is one thing that can get u PR then why not
