12 month bar for H and C applications

An applicant has his refugee claim refused while in Canada. He is eligible to apply for Humanitarian and compassionate application after 12 months. My question is how will he live during these 12 months? No status, no work permit, under CBSA radar......how do such people live here?

He'll probably be removed from Canada before he hits the 12 month mark.

If he manages to stay below the radar, then it's really up to him how he survives. If he doesn't believe he can survive in Canada, he should leave and return home.

Pretty simple decision.

1. He should also note that submitting an H.& C. application doesn't stop the removal.
