I am wondering if I can get PGWP for 3 years with my certificates.
I graduated in Pre-health certificate in Centennial College in Aug, 2017, and I will graduate in Early Childhood Education in New Brunswick Community College in Apr, 2019.
These colleges is Designated language institution, so it is possible to get PGWP as well.

However, I am not sure If it is possible to get it for 3YEARS.
I have heard that it is possible for only related programs such as Pre-health and Medical lab technology.
Others also said if there is no relatedness between programs, it would depend on CIC.

Could I get PGWP for 3 years with these programs (Pre-health certificate for 1 year(Jan, 2017 to Aug, 2017) and ECE certificate for 1year(Sep, 2018 to Apr, 2019) within 2 years of having obtained Pre-health certificate)

It is not necessary for the programs to be related, you are eligible for a three years PGWP if you complete two different one year programs.

However, you have a one year gap between the two programs. Did you work full time off-campus during this time? The following links may be helpful :

You aren’t eligible to apply for a PGWP if you:
  • studied for more than eight months but not continuously (for example, you took a semester off)

After coming back to Korea, I got the opportunity for study in Canada again.
I am asking about PGWP after graduating.

It is my understanding that you will be eligible for a one year PGWP (provided you successfully complete your current program in April 2019) since there was a gap between your programs.

I don't see that information anywhere on the CIC website. However, please wait for experienced members like @jes_ON to provide their inputs as well.
 
Others can comment as well but it will likely depend on your completion/ graduate letter/certificates confirming they are 2x 1 year courses as opposed to 8 months each as you have stated. According below link as long as second course is within 2 years of the first course then you may qualify for 3 years PGWP, emphasis on may qualify so not necessarily a given.

That word ‘may’ weigh on my mind :(
If you are in this situation, are you gonna study for 2 years more in order to get Diploma?

As you know, since students can get PGWP once in a lifetime, I am hesitated to try to apply for PGWP.
