Unfortunately it's likely bad news. Files are typically sent to Etobicoke when further assessment of the application is required. This can often be a sign that CIC has concerns if the relationship is genuine.
I would start collecting further supporting documentation now to demonstrate your relationship is in fact genuine and start preparing for the real possibility that you will have to attend an interview on the subject of your relationship. I would also unfortunately prepare yourself for longer processing times. You may be waiting a while.
