It's the same status in my case as well. When I checked with agent on the call I was told that my eligibility was passed. But in the portal it shows as in progress. What is the eligibility status for your case in the portal?

My friend has the same situation as yours and he even consulted to a immigration lawyer. And lawyer advised him to not to change his status( not to apply for any permit) and wait for COPR. The moment you apply for any new permit IRCC will know and will cancel your PR application.
