You could. Definitely write "Jeddah" as place of birth as all communications need to be English or French. Assist the officers by making it as clear and easy to understand as possible. If they require extra information I don't believe that is making month long delays - only starting applications...

I would assume you could provide an official translation from Turkish to English, stating 'Cidde' is Jeddah, Saudi Arabia. That would make it clearer to the processing officer how the errors have occurred.
