It is the latter. I am in US on visa, will be going to Canada soon from US.

I submitted LMIA exempt work permit application in May in US, bio done in June. No updates as of now. I am visa exempt foreign national (Korean), will be flying from US to Canada. If work permit does not come timely, I will be applying at the port of entry.
