I'm a March 12 applicant and I received my work permit. If you have a look on the spreadsheet, you will notice that a number of people received their work permits already.

We also followed those instructions and it helped us to link our application. Our application is also on 66% but that's only a guideline based on the 12 month processing time. With the effect that COVID has, I doubt those times are accurate.
