I am not sure but I think the intent is to use this letter without having to get your visa re-stamped on your passport. This option is available till 2020/10/19. If the candidate is unable to make it before that date then he/she would have to go for re-stamping to take advantage of the 2nd date...

Possible, but I hope that is not how NDVO and IRCC think. This could partially be a call on the Covid-19 period monopoly of Air India in operating international flights in and out of India with other countries' carriers still awaiting GoI approval.

I really hope they start operating from 17th August, now that travelers are not at the mercy of VBM flight/seats availability and start rolling out extensions/ETAs based on these flights!
