My situation looks identical to yours: Vancouver office, photos delivered on Dec. 15th, status: submitted, no updates.

Sent photos to Vancouver office on Dec. 11th. Tracking shows as delivered on Dec. 15th. No updates so far.

I mailed photos for PR card same day. The current processing time for new PR cards is 129 days, according to IRCC :(
