Most classes start by Jan 18, you're too late to apply for Winter intake, it's best for you to defer.

Actually, my classes start on 18 Jan and I have a ticket booked for 28 Nov. I feel like it's too early so I'm planning on 16 dec which is around 4 weeks.

You can travel 3-4 weeks prior to your class date. There is no official statement where it says how early you can arrive to Canada.

How early are you planning to travel since your classes start in January? Also each province has their own rules, so you might have to quarantine again for 14 days when you reach Toronto
