same here, on my last GCMS back in february eligibility and security were not started and info sharing was in progress

I could resolve this issue by doing these steps: download the document > go in the folder where you downloaded it > right click on the document > open with adobe reader and it will open on your local machine not on your browser. Hope this will help :)
