Probable yes, until it expires. I got my COPR and applied for SIN online the same day. Jan 12 and got the new number on the mail on Feb 02

I got the COPR as a pdf file in an email from VO Ottawa. That pdf states that you need to send a copy of that letter with 1 photo following instructions to the address on the letter. The same file was later uploaded to my account as COPR, approx a week later of getting the email.

Thanks for you advise. I didn’t asked questions. I said I wanted to register for my RAMQ card and they asked about my csq and I don’t have it, because I applied thru CEC. I guess I’ll wait for my PR card and try going in person.
