I have heard about this before. The reason could be that the previous one that you completed was done on outdated form. The IMM 5406 form was recently updated.

Requesting for updated passports is a normal procedure for the applicants whose passport has less than 6 month's validity and it is coming from the case analyst. This is totally different from the golden mail of PPR that we are all waiting for.

I will like to ask if you have paid your RPRF upfront? If not, have you been requested to pay it?

I think you just need to exercise more patience. I understand your plight. Better still, you can order GCMS notes or give them a call to know what is exactly going on.
