IRCC just tweeted: Study permit applications will be processed normally if you were able to submit a complete application. The 2 stage processing only applies to those who could not submit all required documents.

I don't think so. You need to keep checking every day and one day the will give access to make an appointment. They just give access for one day and then close it again.

OMG, something super weird is going on with their system. I made an appointment for July 23rd in Oregon. Yesterday when I checked my appointment, it showed 27th July Bartlett, TN, which is the wrong date and location. Today it shows 3/30/2020 Buffalo, NY....

No, it doesn't. They did it again. I think they just randomly pick the day to give us access to make an appointment. If you cannot make an appointment during that day, then you need to try to check that link every day, as many times as you can. One day they will give access to their appointment...
