How to change college from India after receiving visa?

Can you please help me too? I too have a visa but want to change college from India as I am not able to travel due to travel ban.

I applied on 7th feb. Got my correspondence letter on 6th july. Does receiving correspondence letter means my application is under review?

Any idea when did all the above applied?

My medical were passed on 19 February. No update after that. But my application is in Bangalore office, I guess which has not started yet.
