    CIO Sydney (NS) I sent them to Kitchener Hi. No, I couldn't. Tried for my spouse as well and it didn't work. I used Xpresspost, but in the end it didn't matter much.

    The letter should say everything you need to send. In my case, it was just the photo. I sent a photo and a copy of the landing letter just to be safe.

    I got the landing letters on 26/May, sent the photos on 28/May, and my PR card arrived yesterday (15/Jun). I'm still waiting for my spouse's card, however.

    It's a bit confusing indeed, but the document I got is a landing letter. It confirms that I'm a permanent resident and already landed. CoPR is a document usually issued before landing. It will not be issued for my case since the landing already happened (even if "virtually").

    @nickcanada I bring good news :) IRCC replied saying "no COPR will be mailed", and "simply send the photos as instructed". So I guess they just missed that part in our letter.

    Ok, thanks for the information! That's a good question, it could be an oversight but it may be that different offices have small differences in the procedures. I sent them an email just to be on the safe side. My email came from Kitchener IRCC, by the way.
