Yes, this is a flaw built into the Immigration system of Canada. And in bureaucratic matters, these paradoxes can often exist. For the study permit, the Visa Officer (VO) is tasked with making sure that your ONLY intention to go to Canada is to study. So, that is what you should focus on.

Yes, my eligibility review started (timeline in signature). On our WhatsApp group for Pakistani applicants, several applicants from March and April had their eligibility review started as well.

You should raise a webform if your eligibility review has not started. Becauee several Pakistani SDS applicants had their eligibility review started recently (mostly those who applied in March). And today an April applicant got the update as well.

As far as I know, unless you have paid the first year's tuition fees to your university in FULL, you cannot apply for via SDS.

Raise a webform and tell them regarding this. Also, are you a Pakistani applicant?

Did they ask you for the PC of your home country or where you lived abroad or both?

It is not mandatory for the SDS stream, nor is it required by the visa office responsible for handling Pakistani applications.

You should follow up with the IRCC and/or the visa centre where you submitted your biometrics. Mine got updated on the same day as I submitted them.
