Hi Guys, I applied CEC Inland but in Jan 2021 I had to move my residence to my home country. I informed IRCC of the change in address so will my application be considered as OUTLAND now? All the formalities have been done. Bio , Medical, Fees everything. I am so confused.

Just wanted to give an update. Even though the Passport Seva Kendra website is down the applications are still being processed. I got mine today but was showing in progress for before going down.
