Hello it says that because, like armoured said, it's not a visa or eta. It's also because you can travel with your PR card but not with COPR, even tho they both mean you are a PR. Don't know if I made sense but don't know how else to word it...

My COPR is a physical document. They sent it in the pre-paid envelope I had to provide!

Yes I've already submitted my passport copy and got COPR yesterday. Every PPR instructions is different, some people have to upload to GCKey, some people just need to send by mail, there are different documents required depending on your country etc... Make sure you follow the instructions...

My request came from Paris. I’ve read somewhere that PPR doesn’t always come from the same office that processed your file, just the office closest to you… not sure about that. But if the PPR usually comes from your VO than I guess my VO is Paris.

Yes there is. First, I have "Approved" under Current Status. And it says "Final decision - June 23, 2021:Your application was approved. Check your messages below for details." under Latest Update. This only changed 2 days ago and I had DM in ECAS and PPR in the beginning of the month.
