There is nth you can do at this point than to wait on the passport. Hopefully soon the Nigerian embassy will go back to work. Just make sure you attach an explanation letter when applying for the restoration. Good luck.

You can call them to find out. Since you already applied. They are in a better position to tell you if you can reapply under work permit.
