    If you're an FSW AND your current address is outside Canada, I believe IRCC will NOT send you confirmation portal email. Instead, they will simply redirect your files to local visa office.

    Does your address already change in your GCMS notes? If so, IRCC will probably treat an FSW with a foreign address "outland" by default. In that case, I don't think they will send you confirmation portal, but transfer your files to local office instead.

    In your form IMM 5710, did you choose apply with same employer? That could be the issue, for OWP, you should choose apply for first time or a new employer.

    Remember agents do not represent IRCC's official opinions, they are probably just hourly paid contractors, that's why you application is evaluated by an officer, not some random call center person.

    FSW/CEC/FST is one stream, PNP is another stream. You can see EE new application option disappeared after you submitted one application to IRCC. If you plan to create another GCKey account to submit a new EE application, that's circumventing the rules and will be rejected during R10 phase.
