It is because of covid restriction so any US citizen is not allowed to come to Canada unless there is a direct relationship between a pr and their spouse as per the travel restriction policy. I suspect the spouses of temporary residents in Canada are not allowed to enter Canada due to the same...

I suggest you wait for a few months to get extra two months before submitting yr package. If not, it might be refused.
