This is just my opinion, I think in the current time it is best to get a job in your home country. Even students are now disallowed to Canada because of the pandemic. Several approved PRs are awaiting to land, but the borders are very strict unless you have an immediate relative in Canada...

Hi - I am an expired COPR with visa issued post march 18. In my case, though I raised a ready to travel webform while my visa was valid, I got nothing but generic replies from IRCC. I could do nothing but watch as my COPR expired. Hoping other valid COPRs have it better. Good luck.
